Contemporary international relations are no longer confined to political engagement alone; they have evolved into multidimensional interactions encompassing economic cooperation, humanitarian assistance, education, healthcare, and cultural exchange. Within this changing global context, relations between Saudi Arabia and Sri Lanka have witnessed significant strengthening in recent years. One of the key figures contributing to this progress is His Excellency Khalid bin Mahmoud Al-Qahtani, the Ambassador of Saudi Arabia to Sri Lanka.
He stands as one of the prominent diplomats responsible for advancing Saudi Arabia’s global transformation initiative, Saudi Vision 2030, on the international stage. This ambitious program aims to diversify the Kingdom’s economy beyond oil dependency by attracting global investments, enhancing education and technological development, expanding cultural openness, and promoting a moderate Islamic perspective.
Ambassador Al-Qahtani completed his undergraduate studies in Political Science at King Saud University and later pursued advanced studies at the Institute of Diplomatic Studies and Alexandria University, thereby strengthening his academic foundation. His proficiency in English and French further enhances his effectiveness in international diplomacy.
He began his professional career at the Ministry of Foreign Affairs of Saudi Arabia, where he gained extensive experience in foreign policy formulation, international relations, and bilateral and multilateral cooperation. Furthermore, through the Saudi Fund for Development, financial assistance estimated between USD 450 million and 500 million has been extended to Sri Lanka in sectors such as education, healthcare, and infrastructure. These initiatives include road and bridge construction, water supply and irrigation projects, development of educational institutions, expansion of healthcare facilities, and disaster relief efforts—each contributing to the country’s long-term socio-economic development.
A notable aspect of Ambassador Al-Qahtani’s diplomatic work is his commitment to cultural diplomacy aimed at correcting misconceptions. His initiatives promote a moderate understanding of Islam and encourage interfaith dialogue, thereby strengthening mutual respect and social harmony. In addition, he has worked to streamline Hajj and Umrah arrangements, provide educational scholarships, expand investment opportunities, and safeguard the welfare of Sri Lankan workers in Saudi Arabia.
His participation as a chief guest at the 2025 graduation ceremony of South Eastern University of Sri Lanka highlights his engagement with the education sector and his support for academic development.

His contributions have also supported economic stability. Beyond his diplomatic role, he actively engages in youth development, education advancement, and community initiatives.
